Enhancement: NPC text in Kharanos

I've noticed some NPC's still talk in they're own language. (See screenshot of the inkeeper in Kharanos.)

Maybe this can be change to neutral? You could add dwarvish to Horde characters.

Might be able to fix it by adding dwarvish and gnomish to horde races.

I don't think is the correct solution, in that way horde player could understand gnomes and dwarves in game. It should be changed the language of the npc
