Attacking Auctioneer Jaxon summons SW guards

Because of a script attached to her maybe or her inherit faction, even though I changed it to Gadgetzan.

Same problem with AB battlemaster, that summons undead guards.

You could possibly put a Goblin Auctioneer from either Gadgetzan or Booty Bay and see if they'd work since they're already Neutral auction houses?
