Automatically confirm certain uploads

Automatically confirm uploads when:

• there is a dupe upload for it (that is the same)
• release has nfo and sfv file
• and the user of the dupe upload is in a list of users that regularly upload new SRRs.

The user list can be edited by admins.

This way all SRRs for new releases will be confirmed when there are multiple auto uploaders. Releases without NFOs can still be easily searched for before confirming the SRR.
