User contributed annotation of the GBK Knowledge Base

We would like to allow (indeed, strongly encourage) users to assert new relationships in the GBK which will persist in their own knowledge maps and be propagated (perhaps, by explicit user permission) to community-level and/or global GBK knowledge base (with attribution back to the user who contributed the 'fact').
