Unbundle dev-libs/protobuf and www-server/mongoose from the tarball

Hi, I tried to stitch a package for plinkseq but I need to edit the top-level Makefile in a number of places to get rid of the callers to the bundled dev-libs/protobuf and www-server/mongoose. I suggest you drop the from the tree, Makefile's and ask users to fullfill you required dependencies instead. That way it is actually much simpler and easier to push a plinkseq package to any Linux distribution.

You can see some of the tricks needs to for example re-generate the protobuf files at https://gitweb.gentoo.org/proj/sci.git/tree/sci-biology/plinkseq . It is still not complete and that is why I thought I will rather contact you.

What is the 'browser' thing around sources/browser/sources/include/cgi.h? Another 3rd-party stuff it seems. Again, take it out.
