Error handling: Tell the user when SteemConnect token scope is not matching

Ondřej Kupka created an issue

Beneficiaries were added, but when trying to post a story, a generic error will be shown when the token doesn't have comment_options scope set. This should be fixed ASAP so that the user knows what the issue is.
