PowerShell task must be selective to run on instance with PowerShell

This add-on in Bamboo will try to dewploy with Linux agents that don't have the capability to run PowerShell in deployment plans.

In build plans there is no problem. Either check on presence of PowerShell on deployment agent or make it configurable so we can select the agent on which to run the PowerShell tasks
