Merge function in PBB_Core misses a parameter of order

The merge browser app contains a default parameter where the oldest items always gets merged into. The function in PBB_Core merges the second item into the first item given by default. Currently I distinguish the oldest item in the source specific bot, but it would be convenient if the browsers merge app behaviour would be replicated in PBB_Core.

Read the docs! there is a from_id parameters and a to_id parameter, so the resource specific parts must determine the order, everything else would not make any sense. There is no reason to assume that merging always to old items is the preferred behavior.
