Cannot delegate faction

I cannot delegate faction from my special forces imperial character (with over 5k stored imperial Faction points) to my neutral character (who has minus imperial faction).

When trying to delegate only 100 faction I get this system message:

"The amount would exceed the player's current rank points limit"

Badly, thats a known bug / known issue from SWGEmu team. Looks like this feature isnt implemented completely yet. :(
