Doesn't compile on MSVC 14.0 (aka VS 2015)

The problem seems to be that ac_cv_func_vsnprintf check and lt_cv_c99_vsnprintf are depend on each other and that custom program for the later check is missing some includes.

The attached diff fixed it for LibreOffice poject. Here is the gerrit link of the change: [1].
