On Python 3.x, _winreg has been renamed as winreg so use that name instead and alias _winreg for Python 2.x.

Restore the ability to use mingw32 to build cx_Freeze for those who do not have the Microsoft compiler; for those few cases where problems occur, the official binaries can be used, which will be built with the Microsoft compiler.

Ensure that modules which are not truly necessary for bootstrapping are excluded; otherwise, only part of packages might be available (such as the logging package) and errors might take place at runtime about missing modules; this seems to only take place in Python 2.7.1 for an as yet undetermined reason but its also a good improvement for earlier versions of Python as well.
