Subversion 1.7 introduces new storage format - breaks distribute svn support

In setuptools issue 79, it appears svn support is broken again with subversion 1.7. This issue applies to distribute as well.

Also, in setuptools issue 64, I implemented a patch that refactored the svn support to make it much more amenable to new versions and formats, but this patch was ignored.

I plan to revisit this patch and then use the new approach to implement issue 79 (adding support for shelling out to the SVN command to acquire repository metadata).
