Check for the existence of Python.h

The most usual error with the novice users is that they try installing Python (extension) modules without Python development libraries on theire system.

Instead of getting an user friendly error message "You need to install your system Python development package" the console is flooded with GCC C errors (as GCC is not very smart about missing includes).

Could there be somekind of precompile check which would point the users to install system-wide Python development packages before allowing them to try compile native packages?

Just my 10c.

    Like configure does it: try compile a dummy C file and check compiler's exit value
