zip_safe ignored by easy_install command

afaict, the zip_safe setup argument and the zip-safe and not-zip-safe egg-info flag files are always ignored. By default all source distributions (and perhaps other distributions) are installed as directories regardless of whether the distribution declares itself zip safe. If the -z option is used, then distributions are always installed as zip files, even when zip_safe is false.

    I've attached 3 sample files. I ran the easy_install command with a rather baroque command:

    PYTHONPATH=distribute-0.6.26-py2.6.egg python2.6 -c 'from setuptools.command.easy_install import main; main()' -mUNxd DEST foonz-1.tar.gz

    For different of the attached distros and with and without a -z option.

    I think default should be to install as a directory, and only install as a zip file if zip_safe is explicitly said to be True and -z is given.
