Cache stock data and use while API exceed limit

Currently Stocks depends completely on IEX API and when the API runs out, it becomes of no use
As it only shows N/A in signs and fuctions of the plugins stops
It would be great if there is an option to cache certain amount of stock data and when the API limit is exceeded, the plugin can show excceeded message only to admins (like a notification)
For normal players, the plugin will use cached data until there is credits
This can make sure plugin is working always with no complete dependency of API
