Test suite failure due to missing test file

        use a custom locale:                                                 FAIL
          Exception: test/fixtures/silly-locale.json: openBinaryFile: does not exist (No such file or directory)

ginger's test suite used to be disabled in stackage due to doctest issues. We have fixed those and now we got this ginger failure.

It looks like I fat-fingered things a bit when juggling various clones. Both 0.3.8.0 and 0.3.9.1 are fine, however the 0.3.9.0 release lacks this one file.
