Don't draw the menu if there are no codes in it

Right now the button shows and doesn't really do much of anything besides look weird.

Consider doing one of the following:

1. Link to the Options page.
2. Don't draw the button or menu.
3. Show an example code.

Chrome does not allow linking to chrome://extensions or to a specific extension's option page from content scripts so the best I can do at this point is put some instructions in the menu explaining how to add menu items.
