Always have a list of issues in the gadget even if there is no worklog

Currently, the timesheet gadget shows a list of issues where you have already registered some worklogs. We would like to have the possibility to list some issues (based on a filter) in this gadget even if there is no worklog registered.

If this indeed refers Timesheet plugin for JIRA Server, then it is already possible, and there two ways, please see http://www.jiratimesheet.com/wiki/Plugin_Configuration.html#In_Progress_issues

Otherwise, if it is for Time Reports for JIRA Cloud, then please vote and watch https://bitbucket.org/azhdanov/timereports/issues/920/show-empty-rows-option for progress
