Timesheet: day and year are mixed-up in configuration

On Configure - Timesheet Report page in "Start Date" and "End Date" fields day and year are mixed-up, at least when clicking "Today" in calendar: January 26 of 2017 will be "converted" to January 17 of 2026.

Additionally:

* loading times became very long (issues about this already reported)

* "Unable to render element due to an error" appears in upper left corner of page

* weird stuff happens when clicking "Today" in calendar on Internet Explorer 11
