Timesheet Worload Pie Chart not displaying percentage lower than 5%

When there is workload percentage lower than 5% the Workload Pie Chart doesn't show it

Perhaps shrinking the chart a bit and pulling the labels to the outside would work better. Does the current solution handle the case where there are many users well? (I can't check in my installation, not enough users...) Is there a value in having a giant chart with no or missing labels?

Problem is that library that I'm using does not support arrows for pies, see http://www.flotcharts.org/flot/examples/series-pie/

Giant pie can be changed, so that labels are shown out of the pie, but I'm not sure if it makes anything better.

Finally, there should all labels in legend, and it should be possible to see missing values there, so it could work for many users case.
