Hard to reach Tooltip "overlay" when cell is higher

The issue occurs when hovered cell is higher then normal and Tooltip appears on the same height as usual. See attached: Timesheet Hard to reach Tooltip issue.PNG

When trying to select buttons on Tooltip user has to remain in the same cell to not close the Tooltip. This can be annoying.

It would help if Tooltip would be shown in same height as hours text.
