Time Tracking Report link issue

I am having hard time linking a time tracking report to my release notes confluence page.

This is the report

I am putting the link to report as an external link in the Total Time Spent section (I also tried just pasting the whole long link on the page). What happens next is when I try to follow the link it says error 500.

The address it is trying to access is the following:

The difference between the correct address and the one Jira is trying to redirect me to is this: ...plugin%3Atime-tracking… ...plugin%253Atime-tracking…

And this change seems to be happening on the fly when I try to follow the link.

Do you happen to know what may be the reason for that?

I am unable to use the link to the report in my release notes which I really would like to do.
