[TIME-124] Need urgent help with installation of Timesheet plugin

I am new JIRA user.
Could you please let me know where to unzip Timesheet plugin files on Windows systems
I unzipped them to my C:\Program Files (x86)\Atlassian\JIRA 4.2.1-b588\atlassian-jira\WEB-INF\lib directory but cannot find the plugin after restart.
