[TIME-151] Time Sheet Report group dropdown is empty

Unable to use a 'group' of users as this dropdown appears to always be empty. Tried adding a new group (i.e. not jira-users etc.) and still empty.

Please try updated plugin jar v 2.1, I've just changed GroupValuesGenerator not to use deprecated api, it may help. Although, you might not have permission to browse groups, please check this too and let me know.

I uninstalled and reinstalled jar from https://plugins.atlassian.com/plugin/details/294?versionId=43643

This does not appear to have resolved the empty dropdown issue.

JIRA configuration is using unmodified Default Permission Scheme. I am also running as Administrator. If there is anywhere else to check permissions please let me know.

This issue occurs when the user is not added to jira-developers group.

Thanks very much - indeed I was in the jira-administrators group but not jira-developers group.

Confirm this also works in 2.2 as expected.
