[TIME-218] Creating a time report converts time based on user's timezone in JIRA rather than using system time zone

At the moment, creating a time report will show the values based on system's time zone. Generating report reflecting user's time zone would be really helpful and less confusing.

    It is supported in Jira 4.4 and plugin 2.2.3
