[TIME-27] Portlet: Usernames not sorted

Andriy Zhdanov created an issue

When editing the Time Sheet Summary portlet, the list of user names is unsorted (see screenshot attached). As we have ~2000 users in the system finding the right one is almost impossible.

    Fixed for portlet configuration and Pivot report, but sorting is performed on username, not full name.
