[TIME-303] Link Unregistered on gadgets header while commercial license applied

There is an message-link UNREGISTERED in the header of Timesheet gadget
link goes to the screen with message "Sorry, but we cannot find the required licensing support to execute the requested operation. Please ensure that the Plugin License Storage plugin is installed and enabled. Restarting this plugin should resolve the problem."

Hi Alex,

Please try:

1) Reinstall (not disable/enable) timesheet plugin. I.e. uninstall than install again. This is not clear from comments if you did it, so if you did skip it.
2) Reenable or reinstall Plugin License Storage plugin. You may find it in installed plugins page, in system plugins section.
3) Upgraded Atlassian's Universal Plugin Manager (UPM) to latest version

I tried following sequence:
1) disable-enable Plugin License Storage plugin - didn't help
2) upgrade Atlassian's Universal Plugin Manager (UPM) to latest version
3) reinstall timesheet plugin

now it's ok
