Ability to change time entry "Reporter"

As a JIRA admin, I want to be able to submit work entries on behalf of others so I do not have to ask each user to submit such entries.

This functionality is available in Tempo, and I think such an enhancement will be quite valuable in Timesheet. For more information, see my question here:

Sorry, Timesheet Reports and Gadget plugin does not add any means to submit worklog entries, only to view.
