Access Denied when clicking link to work log of closed issue

STEPS

Visit the Timesheet Report for an individual user

Find an issue that is Closed (not Resolved)

Click a work log link for that issue

EXPECT To be taken to the permalink of the work log in the issue

ACTUAL Access Denied

NOTES Because the issue is Closed, the work log is not editable. By linking to work log edit form rather than the permalink of the work log within the issue, you get an Access Denied error (which is really Jira's error and is technically accurate, but not illuminating as to why the user is blocked from this action without having a deeper understanding of Jira's inner workings).

Note, it's possible to allow editing closed issues (I assume including worklogs), so this improvement, not to suggest to add/update/delete worklog for closed issue should also take this setting into account.
