Time Sheet summary Gadget should not render user list if current user has not Browse users permission

Fixed "check USER_PICKER permission for group selection in report and user selection in portlet configurations" in 1.9 and 1.8 and "check USER_PICKER permission for user selection in portlet configuration" in 1.7.
