[TIME-69] JIRA 4.0 compatible version

For the latest version portlet is not compatible with Jira 4.0 ( issue #67 "[TIME-67] Dashboard problem in IE7"), the plugin needs to be rewritten to use Plugin 2 framework.

(As of Jira 4.1 portlets will be no longer supported)
