[TIME-79] "Gadget" (which is the portlet) only shows 1 admin user in edit mode

When adding the portlet to a JIRA 4.0 Dashboard, in edit mode, the "User" field lets us select only blank (logged in user) and a very special admin account.

It picks users from 'jira-users' group, also in 2.0 this is not relevant, as you can type any user name.

As you can see, there is only 1 user listed.
