Replace project selector with filter and project picker

It would be nice enhancement to provide user with possibility to create workplan report on specifically filtered issues.
We are willing to send patch, but sources here are not up-to-date (there is 1.8 version on marketplace).

Oh, I did not realize I forgot to push, will do this, changes might be on other host, sorry. Will let you know. Although, you may still do the diff, change was was very small.

Well, may be you also know how to make default value for User picker to be currently logged in user? See question.
