Can't set start from time 00:00 to 00:59

Could you please check if it uses AM/PM format? Then there is no 0 hours in this case.

on last version was implemented time formatting according to browser locale so if you browser locale is 'gb' you will see 6:34 PM, in case of 'ru' - 18:34 and additionally you can use 0:00-0:59 range.
