Can't see overview comments on pull request.

You can view all commits of a pull request and see/add comments made on each commit, but on the summary page of the overall pull request, I can only see the number of comments made on the pull request at the Overview level. I can add new comments, but I can't see ones that were already added (and thus I can't respond to any of the previous Overview level comments).
