Require Gyms to Be Verified

Problem: Signing up to The BNLA as a gym requires no verification.

Situation: Since it's free, and gym owners are given a ninja account in addition to their gym account, there's nothing to stop ninjas from signing up as a gym.

Solution: Have a BNLA administrator authenticate the gyms status before awarding a ninja account.
