Update modernized, foobar reset.css

http://necolas.github.io/normalize.css/ appears better than the reset.css we are currently using for the modernized and foobar themes. Plus, it claims to be used by bootstrap.

I found this helpful at https://github.com/necolas/normalize.css/commits/3.0.1:

Fix i18n for `q` element …

Don't attempt to normalize `q` because it prevents the browser from
automatically adapting the quotes used based on the value of a `lang`
attribute.

A related issue is the presence of hgroup in the reset.css of all themes (including normalize.css v 3.0.1, see https://github.com/necolas/normalize.css/issues/317). This was added to the HTML5 spec but then removed in April 2013. The PyCharm inspector flags it as an error.
