Small negative longitudes of less than 1 degree are impossible to enter

Noticed when assisting Andrew Brocket with a separate issue. Andrews longitude is -0°07' but the '-' sign cannot be entered when the degrees are zero. This always results in a positive longitude instead of a negative one.
