Create WiX bootstrapper

For final release, a WiX bootstrapper project is needed, which:

• Contains both x86 and x64 versions of the ASCOM driver, and installs the appropriate one depending on the user’s system

• Checks for prerequisites and installs them if necessary:

  • .NET Framework 4.7.2
  • ASCOM Platform 6.4
