Question about ZFS ARC size patch

This patch claims to Subtract ZFS ARC size from the system memory usage. But what it is actually doing on subtracting ZFS ARC size from available system memory. At least on the 5.4 and 5.15 kernels on Ubuntu 20.04 and 22.04. Is that what was intended? As the default ZFS ARC max size is half of system memory this often drives my system to report high memory alerts (at 75%). As the ZFS ARC is reclaimable memory, these seem like unnecessary warnings.
