Provide command to test email send

Please provide monit sub command to test email sending from command line with currently configured settings.

There is many possible issue with email configuration, but currently it's hassle to verify that it's configured good. With many hosts it's easy to leave some box with undeliverable emails.

Idea is with command like monit testemail to send dummy alert message using current mailserver and mail-format settings. This will streamline reliable monit setup.

That test command can be useful, we may implement it in the future, we're working currently on other stuff, putting temporarily on hold
