Allow setting global defaults for test timeouts and retries

Currently, the timeout and retry options have to be specified separately for every single port/unixsocket test.
Could you please add a way to specify a global default for those settings?

yes, global timeout settings will be useful, we may implement it in the future, we're working currently on other stuff, putting temporarily on hold
