Disabling monit start all and monit stop all

Is there any way that monit's "start all" and "stop all" functionalities can be disabled or limited? Basically, we want to force the user of the system to use service groups or service names and not be able to manipulate the whole stack of processes with a single command.

    It depends how you delegate the rights to execute Monit commands to your users ... you can use for example "sudo" to allow execution of specific commands only.

    Right now, Monit is being used as root. Most of the users to the system also login as root. In such a scenario, what would be the best method of disabling "monit start all" functionality?

    If all users are legged in as root, you cannot reduce the permissions. Disabling "start/stop all" would require modification of monit source code in such case.
