Monit starts dependent, manual mode processes

Given a service A with multiple services B, C, D, E which depend on A, where services B and C are "active" mode and D and E are "manual" mode: typing "monit restart A" will (correctly) stop services B and C, start A, and then start B, C, D, and E. So it will start services which are in "manual" mode.

To me this is unexpected behavior.
