Introduce a new global 'set onreboot' statement

Monit version 5.18 introduced a new onreboot [start | nostart | laststate ] statement for controlling how individual services startup on reboot. We suggest adding this as a global statement also. For instance:

set onreboot start

This way, a common on-reboot strategy can be set for all services.
