Network saturation alarm doesnt distinguish between download/upload

Monit v5.23.0. I have network saturation set as follows. I receive download alarms as expected, but they succeed immediately on the next pass as the upload percentage is nowhere near the same amount...

 Link status          = if failed then alert
 Link utilization     = if greater than 75.0% for 5 times within 7 cycles then alert
