On installation of Monit via apt-get on Ubuntu 16 for use as a systemd service, monit won't start (active:dead)

The solution is to create a /etc/default/monit file that looks like this:
Defaults for monit initscript. This file is sourced by
/bin/sh from /etc/init.d/monit.
Set START to yes to start the monit
START=yes startup=1
I don't understand why this file wasn't created as part of the apt-get installation. I find it strange that this wasn't mentioned in the documentation given the move to systemd as a standard Linux thing

the apt monit package is 3rd party distribution - we don't maintain it, please report the problem to package maintainer.
