Feature request: Finer grained event filters

Currently you can configure Monit with the following

alert [e-mail] but not on {action}

but that cuts out all actions, which includes at least monitor, unmonitor, start, restart, stop, and probably more.

It would be nice if the actions bundled up in action could be separated out (leaving action the way it is now for compatibility) so if you didn't care if something was now monitored but did care about if it was unmonitored then you could say something like alert [e-mail] but not on {monitor, ...}
