unmonitor/monitor don't work on command if only one user with read-only is present

Hello,

With the configuration below, I can't unmonitor a service using the cli.

glennie@hermes /var/log]$ sudo monit unmonitor test
You do not have sufficient privileges to access this page
set httpd port 2812 signature disable and
 allow md5 "/etc/.htpasswords" glennie
 allow netdata:guest read-only

But if I add and a normal user (config below), I can unmonitor/monitor a service using the command line cli.

set httpd port 2812 signature disable and
 allow md5 "/etc/.htpasswords" glennie
 allow netdata:guest read-only
 allow admin:admin
set httpd unixsocket "/var/run/monit.sock" uid root gid adm permission 0600 signature disable

    Hello,

    the read-only user cannot change the service state. If you want to call start/stop/restart/unmonitor/monitor action, an read-write account is necessary.
