The CSRF token as introduced in Monit 5.20.0 and there was a fix to make it position independent in 5.21.0 (~~#495~~).

Ubuntu 16.4 bundles Monit 5.16.0 which doesn’t have CSRF. It is possible that you mix two Monit versions on your system (Monit running in background is >= 5.20.0, whereas the monit which you call in CLI is probably system bundled 5.16.0)
